Answer 9  is to guess grave #14 (coming from 10) based on: 

Eli in #14 is Ellie's twin.

(Rationales) - This one has a few things going for it to establish the connection.

• The card itself it entirely about the "twos"; the double headstone, the two inscriptions, the two bodies/one soul inscription, and the mention of a twin on Ellie's side.
• Shane and Ellie can't be the twins, as they have different birthdays.
• Eli's inscription also hints towards a connection, and Eli/Ellie are one of those sorts of twin pairing names.
• One more thing which is the spoiler for the next move.

Design Choices: This one has a lot of information. It is the only double grave. It has two sets of dates, inscriptions, names, flowers, a name in the picture. 

Other graves that were guessed:

• Grave 15 - This one seems like a popular guess for a lot of answers. Maybe is because of the pair in this case, with no other details.
